Can I File a BOC-3 Online?

Yes. You can request a BOC-3 filing online through a process-agent service. For a motor carrier, the process agent submits the designation to FMCSA; completing a customer order form is not the same as filing it yourself.

Who actually files the BOC-3?

FMCSA's BOC-3 instructions distinguish the applicant from the filer. A process agent files for a carrier. A broker or freight forwarder applicant with no commercial motor vehicles may file on its own behalf. If you are unsure which category applies, confirm it before ordering.

Your online filing checklist

  1. Check the business identity. Have the legal company name, USDOT number, and MC, FF, or MX number if issued. Compare the name with your FMCSA record, not just the name printed on a truck.
  2. Prepare the contact information. Provide your business address, phone number, and an email someone regularly checks. If the billing contact is different, make that clear.
  3. Choose the service you need. Read the filing price and any recurring-service terms. A BOC-3 order and an optional monthly compliance-tracking plan are different purchases. See our BOC-3 cost guide.
  4. Submit your information and payment. Use the secure form, review the company name and DOT number, and retain the payment reference.
  5. Review the filing confirmation. Look for confirmation of processing and verify the carrier record. A payment receipt confirms a purchase; it does not by itself establish that FMCSA has accepted a filing or activated authority.

A common detail to check before paying

For example, a company's legal name might include "LLC" while its email signature uses a shortened trade name. Enter the registered legal name and verify the DOT number so the filing is connected to the intended business. If you already paid or have a process-agent agreement, ask us to check that record before placing another order.

Questions after submitting

Does BOC-3 activate my operating authority?

Not by itself. Your authority may have other requirements or outstanding steps. Check your registration status rather than assuming that a receipt or form copy means you are ready to operate.

What if my process agent changes?

Contact the filing provider before making another purchase. FMCSA's instructions call for a new designation when the agents change. The appropriate correction depends on what changed in your record.

What records should I keep?

Keep your receipt, provider contact information, and filing confirmation together. FMCSA also requires the carrier or broker to retain a copy of the completed designation at its principal place of business.
